This read me file was created in order to give the user general knowledge on its makeup and information on how to setup your computer.

 

Introduction:

 

The Sector St.Petersburg Digital Area Contingency Plan is a HTML based CD application for rapid access to maps, documents, GIS projects, and other oil spill related information and tools. It was created by the Fish and Wildlife Conservation Commission’s Fish and Wildlife Research Institute in St. Petersburg, Florida for the United States Coast Guard, Sector St.Petersburg.

 

Functionality:

 

This CD was designed to start automatically by initiating your default internet browsing application and opening the Sector St.Petersburg Digital Area Contingency Home Page. If it does not start automatically, check to make sure that the autorun feature is not disabled on the CD-ROM drive.  If the CD does not start and the autorun feature is not disabled, you can still start the application by clicking on the Windows "Start" button, then the "Run..." menu item.  In the window that opens, type the letter that represents the CD-ROM drive followed by :\STPACP_ACP(or STPACP_GIS)\StartHere.html.

Example:  E:\STPACP_ACP\StartHere.html

 

If you are viewing the digital plan through Internet Explorer you might encounter a pop up security window restricting ActiveX controls content, that says, “Click Here for options...” Click on the pop up at the top of the window and click the box that says, “Allow Blocked Content…” After that you will get the following message (seen below) Select “YES”. This will allow you to view the animated rollovers used for buttons and links. This will not harm your computer.

 

 

 

Acrobat Reader version 8.0 is included on the CD.  The installer program is located in the <CD-ROM>STPACP_ACP\Reader\Reader 8.0\Setup Files. The file is named AdbeRdr810_en_US.msi.  To install this program, users must have administrative privileges on their computers.

The opening page and front end of the digital plan was created for use with your internet browsing application. The plan is viewable with any internet browser but will work best with either Internet Explorer or Mozilla Firefox.

In order to view the entire window of the title page and other pages you should set your screen resolution to 1280 X 1024 or higher. This is done by right clicking on your desktop and scrolling down to properties. Once in the properties menu click on the settings tab, from there you can use the slider to adjust your screen resolution settings.

 

 

The structure of the digital ACP Document is designed to emulate the paper ACP document.  The digital ACP document incorporates additional content and functionality, yet it is only one part of the Digital ACP Application.

Software used in creation of Digital Area Contingency Plan:

 

Adobe Go Live – Used in creation of front end interface (website design) of digital area contingency plan and linking to internet.

 

Adobe Acrobat 8.0 – Used for document conversion to PDF and formatting.

 

Environmental Systems Research Institute (ESRI)- ArcMap 9.2 - Geographic Information System software for spatial data viewing, editing, and management; Used to create ArcMap project (mxd) for creation of ArcReader (pmf) (free GIS data viewer) project file included on CD-ROM. The project file provides a tool for viewing spatial data related to the ACP and allows for customizations to access other information such as PDF maps and images.

 

Google Earth Pro – A pay for more advanced version of a free program created by the Google corporation to create spatial data and view imagery of the world.

 

Installing the CD Locally:

 

This CD may be installed to your hard drive and used with 99% of its functionality.  To do this, users will need a minimum of 1.4 GB (2 X 700 MB Per CD) of free space on the C:\ drive; more is better.  Create two folders at the root of the C:\ drive and name them STPACP_ACP and STPACP_GIS depending on which CD you are installing for the Sector St. Petersburg ACP.

 

i.e.: C:\STPACP_ACP or C:\STPACP_GIS

 

After creating both folders, copy the entire contents of the CD into that directory.  As files come off the CD, they remain in "Read-Only" format.

 

To change them, right click on the STPACP folder and select Properties.  The properties of the newly created STPACP folder will indicate that it is write enabled, but the files that were copied off the CD are not write enabled.  Check the "Read-Only" box in the Properties window and select "Apply."  The change must be applied to that directory and all folders, subfolders, and files beneath it.  Windows will offer these options.  To "Write-Enable" all the files, users must reverse the process: uncheck the "Read-Only" box, and select apply again. Remember to apply the change to that directory and all files and folders beneath (within) it.  All files within the C:\STPACP directory should be "Write-Enabled."

 

Once this is complete, open a Windows Explorer window, navigate to the newly created C:\STPACP directory, and find the "StartHere.html" file. 

 

Be sure that the file explorer window does not take up the entire desktop (fill the screen).  Right click on the "StartHere.html" file and drag it to the desktop; release the mouse button, and an options menu should appear.  Select "Create Shortcut(s) Here". This will create a desktop shortcut to start the Digital ACP from the desktop.  Shortcuts may be created in the same manner for the ArcMap Project (shortcut to “Sector_Saint_Petersburg.mxd") and the ArcReader Project (shortcut to “Sector_Saint_Petersburg.pmf”).  With these shortcuts, users can quickly access the majority of the functionality of the ACP now "installed" on the computer.  Actions and programs are generally quicker when accessing local data.  CDs are easy to lose or misplace, so having the entire application loaded on the computer offers distinct advantages.
