Abstract:
This data set contains the Submerged Lands Act boundary line (also known as State Seaward Boundary (SSB) and Fed State Boundary) in ESRI Arc/Info export and Arc/View shape file formats for the MMS Atlantic Region. The SLA defines the seaward limit of a state's submerged lands and the landward boundary of federally managed OCS lands. In the MMS Atlantic Region it is projected 3 nautical miles offshore from the baseline. Further information on the SLA and development of this line from baseline points can be found in OCS Report MMS 99-0006: Boundary Development on the Outer Continental Shelf. Because GIS projection and topology functions can change or generalize coordinates, these GIS files are NOT an OFFICIAL record for the exact Submerged Lands Act Boundary.
Purpose:
The Submerged Lands Act boundary line and other cadastre information the MMS produces are generated in accordance with 30 Code of Federal Regulations (CFR) 256.8 to support Federal land ownership and mineral resource management.
Supplemental_Information:
Prior to July 1, 2004, the Fish and Wildlife Research Institute (FWRI) was known as the Florida Marine Research Institute (FMRI). The institute name has not been changed in historical data sets or references to work completed by the Florida Marine Research Institute. The institute name has been changed in references to ongoing research, new research, and contact information.

The MMS is making its existing cadastre data available at websites <http://www.mms.gov/ld/leasing.htm> and <http://www.mms.gov/> and on CD-ROM. These data will include digital images of MMS data at the regional, planning area, Official Protraction Diagram (OPD), and Supplemental Official OCS Block Diagram (SOBD) levels and digital spatial data in Arc/Info export or Arc/View shape format at the regional or planning area levels.

Coordinates for OCS blocks, baseline, and projected boundaries are calculated quantities and have been defined to be correct to 3 decimal places of a meter. The Submerged Lands Act boundary line coverage was topologically cleaned with Arc/Info's 'CLEAN' command using a fuzzy tolerance of 0.000002 applied to the coverage in longitude/latitude coordinates. The data was then converted to Arc/View shape files.

Coordinates for points forming the Submerged Lands Act boundary line are calculated values to 3 decimal places of a meter in the TIMS database. However, GIS functions which build topology, change projections, etc. may degrade coordinate values. Furthermore, most of the SLA boundary consists of true arcs, but has been approximated in these GIS files by straight line segments. For these reasons, these GIS files are NOT an OFFICIAL record.
