This brochure is designed to provide the public with
information and a summary of regulations pertaining to hunting and other
recreational use on the T.M. Goodwin Public Small Game Hunting Area (PSGHA). Regulations that are new or differ
substantially from last year are shown in bold print. Area users should
familiarize themselves with all regulations. For exact wording of the wildlife
laws and regulations, see the Florida Fish and Wildlife Conservation
Commission’s wildlife code, on file with the Secretary of State and state
libraries. This brochure, quota application worksheets and the Florida Hunting
Regulations handbook should provide the information necessary for you to plan
your hunting activities. These publications are available from any Commission
office, county tax collector and at MyFWC.com.
Persons using PSGHAs are required to have appropriate
licenses, permits and stamps. The following persons are exempt from all license
and permit requirements (except for the Migratory Bird Hunting and Conservation
Stamp [federal duck stamp], if applicable or Goodwin/Broadmoor Waterfowl Permit): Florida
residents who are 65 years of age or older; residents who possess a Florida
Resident Disabled Person Hunting and Fishing Certificate; residents in the U.S.
Armed Forces, not stationed in Florida, while home on leave for 30 days or
less, upon submission of orders; and children under 16 years of age. Children
under 16 years of age are exempt from the federal duck stamp. Anyone born on or
after June 1, 1975 and 16 years of age or older must have passed a
Commission-approved hunter-safety course prior to being issued a hunting
license, except the Hunter Safety Mentoring exemption allows anyone to purchase
a hunting license and hunt under the supervision of a licensed hunter, 21 years
of age or older.
Licenses and permits may be purchased from county tax
collectors, license agents, by telephone at 888-486-8356 or at Go
OutdoorsFlorida.com. A no-cost Migratory Bird Permit is available when
purchasing a hunting license. Any waterfowl hunter 16 years of age or older
must possess a federal duck stamp (available where hunting licenses are sold, at most post offices, or at www.duckstamp.com). Only persons 15 years of age and younger may hunt during Youth Waterfowl. During Veterans and Active Military Waterfowl Hunts, only individuals with a valid military hunting license or veterans/military ID are allowed to hunt. See "Waterfowl Season" section below for a complete list of license and permit requirements. |

Quota Information:
Waterfowl – 16 for the T.M. Goodwin Unit and 14 for the
Broadmoor Unit, no-cost, nontransferable quota permits (no exemptions) for each hunt during Early Waterfowl, General Waterfowl and Veterans and Active Military Waterfowl days. A quota permit is not required for the Youth Waterfowl Hunts. A maximum of four hunters shall be allowed per permit or youth hunting group. Youth hunters also must be accompanied by a non-hunting adult during youth hunts, per F.S. 790.22. See #6 in the Hunters and Check Stations
section for information about the PWD Duck Blind Qualifying Card.
Snipe – Daily quota of hunting groups to be determined. Each
day hunting groups (1-4 hunters per group) will be allowed first come,
first served, to enter beginning at 6 a.m. until the daily quota is reached.
Permit applications: Hunters must submit electronic
applications for quota permits at GoOutdoorsFlorida.com. Worksheets listing
hunts, application periods, deadlines and instructions are available at county
tax collector’s offices, FWC offices or MyFWC.com. Quota application periods
occur throughout the year; please refer to the hunting handbook or MyFWC.com
for specific dates. Worksheets will be available about 2 weeks prior to each
application period. Hunters are limited to 1 permit per hunt. No more than 5 T.
M. Goodwin waterfowl quota permits can be acquired per person per permit type.
Permits are valid only for the date listed on the permit. |

Area Regulations
- General
General Area Regulations:
All general laws and regulations relating to wildlife and
fish shall apply unless specifically exempted for this area. Hunting or the
taking of wildlife or fish on this area shall be allowed only during the open
seasons and in accordance with the following regulations:
1. It is illegal to
hunt over bait or place any bait or any other food for wildlife on this area.
2. Taking or
attempting to take any game with the aid of live decoys, recorded game calls or
sounds, set guns, artificial light, net, trap, snare, drug or poison is
prohibited.
3. The wanton and
willful waste of wildlife is prohibited.
4. Public access is
prohibited on any portion of the area posted as “Closed” or “Restricted”.
5. Taking or herding
wildlife from any motorized vehicle, aircraft or boat which is under power is
prohibited, until power and movement from that power, has ceased.
6. The release of
any animal is prohibited, except by permit from FWC or written authorization
from the landowner or primary land manager.
7. Littering is
prohibited.
8. A Law
Enforcement Officer may search any vehicle or boat, in accordance with law.
9. Construction or
use of permanent blinds or structures is prohibited.
10. Tampering with or
destruction of equipment (including signs), improvements, and water control
structures is prohibited.
11. Fires are
prohibited.
12. No person shall cut or destroy any tree on, or remove any tree, shrub or protected plant from this area without written permission from St. Johns River Water Management District (SJRWMD).
- Public Access and Vehicles
Public Access, Vehicles and Vessels:
1. On days closed to hunting (except for falconry
hunting days) public recreational access is allowed year-round (excluding state
holidays) from 1 hour before sunrise to 1 hour after sunset and only by foot, horse, bicycle, or boat (40 hp or less), except horses are prohibited on L-75 and L-74 North Levees. Vehicles are also allowed, but only during the dates and times specified here:
Broadmoor Marsh Unit:
On Thursdays (excluding state holidays) from 9 a.m. to 4 p.m. on L-1, L-3, L-5, L-6, L-8, L-11, L-15
and L-74 North, except L-74 North can only be used as far north as L-6.
T.M. Goodwin Unit: On Sundays and
Thursdays (excluding state holidays) from 9 a.m. to 4p.m. on L-75, L-104, and L-14, but
on Sundays, vehicles are prohibited past the point on L-75 that is directly north of 16W
(see map).
2. On hunt days (not including falconry
hunting days): Public access is limited only to persons participating in the
hunts, vehicles are restricted to the following levees as described and only
allowed on permitted hunt dates.
Broadmoor Marsh Unit:
Vehicles are allowed, but only from 4 a.m. to 1 p.m. and only on L-1, L-3, L-5, L-6, L-8, L-11, L-15 and L-74 North, except L-74 North can only
be used a far north as L-6.
T.M.
Goodwin Unit: Vehicles are only allowed from 4 a.m. to 1 p.m. on the day of the
hunt. Persons hunting the Goodwin reservoir are allowed vehicle access on L-75
to the Goodwin reservoir boat ramp. Persons hunting Impoundments 1, 2, 3, 6, 7
& 8 are allowed vehicles access on L-75 up to L-104 and west on L-104 to
parking areas P1 or P2. Persons hunting Impoundments 3, 4, 5, 8, 9 and 10 may
park at area P4 and will be limited to one vehicle per permit holder and guests
and will be by parking permit only. One vehicle per hunting party is permitted
to travel on L-14 and L-12 (trailers are prohibited), but only to drop off
equipment and pick up their hunting party at the SE corner of the impoundment
they are hunting. Persons hunting Goodwin Lake are allowed vehicle access on
L-75 up to L-104 and west on L-104 to the Goodwin Lake boat ramp. Persons
hunting the PWD Blind are allowed vehicle access on L-75 up to L-104 and west
on L-104 up to the PWD Blind. Persons hunting Broadmoor Marsh are allowed
vehicle access on L-75. All other vehicles must remain parked in parking areas
P1, P2 or P3 during the hunt. Motorized vessels are not permitted to launch in
the lower Goodwin impoundments. Outside of these times, vehicle use on T.M.
Goodwin Unit is prohibited, except as allowed to facilitate alligator hunting.
3. Vehicles may be
parked only in designated parking areas (see map).
4. The use of boat motors
greater than 40 hp is prohibited (see exception under alligator hunting at
MyFWC.com).
5. Airboats (see exception under alligator hunting at MyFWC.com), tracked vehicles, all-terrain vehicles, swamp buggies and
unlicensed and unregistered motorcycles are prohibited.
6. Parked vehicles may not obstruct a road, gate or boat ramp area. 7. Class 1 electric bicycles
may be operated according to rules for traditional, non-motorized
bicycles. All other electric bicycles
may be operated only on named or numbered roads open to motorized vehicles. For

- Hunters
Hunters and Check Stations:
1. Please report leg
bands at reportband.gov.
2. Hunting is
prohibited in areas posted as “Closed to Hunting”.
3. Hunters may hunt
only in assigned areas.
4. Hunters must
check in at a check station upon entering and check out upon leaving the area
and check all game harvested by 1 p.m. each hunt day.
5. Check station
hours are 4 a.m. to 1 p.m. during the waterfowl seasons and 6 a.m. to 1 p.m.
during the snipe season.
6. Hunters
requesting a permit for the Persons with Disabilities (PWD) blind shall call
the T.M. Goodwin office at 321-726-2862 beginning 10 a.m. on the Wednesday
prior to the Saturday or Tuesday they wish to hunt. This permit will not be issued through
GoOutdoorsFlorida.com. Only hunters with
a PWD Duck Blind Qualifying Card issued by the Commission may apply for a
permit to use the PWD blind. Visit
MyFWC.com/ADA or call 850-488-5878 for information on obtaining a PWD Duck
Blind Qualifying Card.
7. For the waterfowl
season: Permit holders and youth hunting groups must check in at the check station no later than 4:30
a.m. the morning of the hunt and must declare their hunting guests to the check
station operator at that time; permits not claimed by this time will be
forfeited. Permit holders and youth hunters who do not declare their hunting guests during the
required time shall forfeit their ability to take hunting guests on their hunt.
The selection order for hunt zones will be based on the order that permits were
issued through GoOutdoorsFlorida.com.
8. Hunters without a
permit (walk-in hunters) may enter a random draw at the check station at 4:30am
the morning of each hunt until the daily quota is reached. Hunters selected during the random drawing
shall check in at the check station immediately upon being selected (or forfeit
their permit) and shall immediately declare their hunting guests or forfeit
their ability to take hunting guests on their hunt. Hunters will select their hunt location from the list of available hunt locations in the order
that they drew a quota (except hunt locations will be selected by a random drawing during youth hunts). Hunters arriving after
the random draw for forfeited permits has begun, will be eligible for a
forfeited permit, in order of arrival, after all participants in the random
draw have received a permit.
9. For the snipe
season: Hunters shall check in at the check station no earlier than 6 a.m. and
may enter the area on a first-come, first served basis at the check station the
morning of each hunt until the daily quota of hunting groups is reached. Hunters will select their preferred hunt
locations on a first-come, first-served basis.
10. For
falconry season: A check station will NOT be open. However, falconry hunters
are asked to check in any harvested birds with FWC staff at the T.M. Goodwin
Field Office (located at the designated entrance).
- Guns
Guns:
1. The discharge of
a firearm outside of periods open to hunting or in areas closed to hunting is
prohibited per s. 790.15 F.S.
2. Taking ducks and
coots from levees is prohibited, except for internal levees in the T.M. Goodwin
reservoir.
3. The take of wildlife
with guns other than bows, crossbows or shotguns is prohibited.
4. Shotguns used for
taking wildlife shall not be larger than 10 gauge and shall be incapable of
holding more than 3 shells in magazine and chamber combined.
5. Children under
the age of 16 hunting with a firearm must be in the presence of a supervising
adult.
6. No person shall
discharge a firearm or have a loaded firearm in hand while under the influence
of alcohol or drugs.
7. Non-toxic shot
approved by the U.S. Fish and Wildlife Service must be used when hunting on
this area.
8. The take of wildlife with a gun is prohibited during the falconry season, only falconry may be used.
- Dogs
Dogs:
1. Dogs may
be used for hunting during open seasons.
2. Dogs are allowed during periods or in areas closed to hunting with dogs but must be kept under physical restraint at all times.

- Bag and Possession Limits
Bag and Possession Limits:
1. Ducks, geese (including Egyptian goose), coot, common gallinule (only during youth hunts that coincide with the statewide common gallinule season), snipe and migratory birds - See migratory bird hunting regulations.
2. Non-protected birds (African and Eurasian collared doves, common pigeon, Egyptian goose, house sparrow and common starling) - No bag limits.
3. Gray squirrel and rabbit - Daily limit 12 per person , posession limit 24 for each. During falconry season only.
4. Quail - Daily limit 12, posession limit 24. During falconry season only.
