Abstract:

This feature class contains all property boundaries that are part of the Guana Tolomato Matanzas National Estuarine Research Reserve (GTMNERR) as defined by the NOAA as of December 2008.
This file serves as an update to the original Guana Tolomato Matanzas National Estuarine Research Reserve boundary shapefile generated with the updated shapefiles of each of the three managed areas comprising the file and the original shapefiles of other agency lands within the reserve. This updated boundary was created from the original shapefile boundary in the Florida DEP data catalog Aquatic Preserves shapefiles and the legal descriptions in the management plans. Areas managed by other agencies created their related shapefiles. Information on each of those files will need to be obtained from each agency. The update serves to represent the boundary with the Mean High Water line more accurately than represented in the past. The boundary extent of the mean high water line is from visual interpretation of aerial photography from 2007 DOQQ's with 1 foot image resolution and does not represent an accurate survey of the mean high water line and therefore must be interpretated accordingly. This boundary does not represent legal jurisdiction as would result from a formal mean high water survey from a licensed engineering firm. The mean high water line was visually determined by digitizing the extent of salt marsh vegetation (Spartina alterniflora, Juncus roemarianus, Batis maritmima, etc) into the upland areas in conjunction with the limits of the leagal boundary as detailed in the supplemental information of this metadata document.
The boundary was delineated on the 2007 DOQQ's at a display scale of 1:1,200.

Purpose:

To serve as the GTMNERR boundary source including the properties directly managed by other agencies within the reserve.
An updated GTMNERR boundary file from delineation based on 2007 true color digital ortho-quarter quad aerial photography using the boundary description from the associated management plan for each property as guidance for delineation and the property boundaries of reserve lands managed by other agencies were provided by each agency.
This file is to serve as the boundary file for the GTMNERR Managed Areas for all mapping and analysis needs of stakeholders and managing agencies.

Supplemental_Information:

A boundary expansion was requested during the 2008 GTMNERR managment plan update that was not included in this boundary update because the plan had not been approved at this time. In the near future the additions from recent acquisitions of Matanzas State Forest and the expansion of Faver-Dykes State park will need to be included in this feature class and an expansion of the GTMNERR boundary to include these areas will be needed.
Location and Boundary description for each of the NERR managed properties from the associated management plan are as follows.
The Pellicer Creek Aquatic Preserve is located in northeast Florida, approximately 16 miles south of the City of St. Augustine. The creek borders northeast section of Flagler County with the southeast section of St. Johns county. This 500+ acre preserve borders U.S. Highway 1, and extends approximately 4 miles eastward to the Matanzas River. Pellicer Creek's salt marsh habitat is considered to be one of the most pristine estuarine/riverine systems along Florida's east coast. Boundaries of the Pellicer Creek Aquatic Preserve include only state-owned (sovereignty) submerged lands that occur below the mean high water line (MHWL). Uplands and artificial canals are excluded from the preserve.
Location and Boundary description from the 1991 Guana River Masrh Aquatic Preserve Management Plan is as follows:
The Guana River Marsh Aquatic Preserve is located in northeast St. Johns County seven miles south of Jacksonville Beach and seven miles north of St. Augustine. The preserve is bounded on the north by County Road (CR) 210 and Mickler's Road, on the east by the Atlantic Ocean, on the south by the south line of Section 18, Township 6 South, Range 30 East, and on the west by the westerly Mean High Water Line (MHWL) of the Tolomato River and its tributaries. The eastern boundary extends three miles into the Atlantic Ocean to the state territorial limits. The preserve covers approximately 40,000 acres including 11,500 acres within the state-owned Guana River tract and 25,000 acres of open Atlantic Ocean. State Road (SR) A1A bisects the preserve from north to south. The Guana River Marsh Aquatic Preserve includes all the sovereignty submerged lands and other state-owned lands lying within the above-described boundaries
The Southern Component as "Areas south of the City of St. Augustine (Phase I), including the sovereign submerged lands within Class II waters of the Matanzas River (as described in Chapter 17-302.600(3)(b)55 and 17-302.600(3)(B)18F.A.C.) and the sovereign submerged lands classified as Outstanding Florida Waters".
